Anyone who thinks the youth opportunity fund (YOF) is working should spend some time in schools finding out how many young people have never heard of it.

In my local authority the number of YOF decision makers has been between 14 and 17 out of a youth population of around 43,000.

Some who did manage to work on the fund have been left totally demoralised, after chaotic administration including lost letters and emails.

Even attempts to find out what has been funded have been stifled by the council using the Freedom of Information Act, by claiming it would take 18 to 27 hours to locate and retrieve the information.
