We are glad to see that legislation will be introduced to "reinforce theneed for local authorities to work with local voluntary and privatesector providers". This is a step in the right direction but targetsshould also be set for the involvement of such providers.
It is also important to discuss the negative press around the earlyyears foundation stage. Childcare is becoming part of the welfare stateand as this change occurs, it is right that the quality and standard ofwhat is being delivered is regulated. It is important that we ensure theframework is put together in a manner that is appropriate to allchildren and is about learning through play. It is up to all of us toensure this happens and to get involved in the consultation on theframework's details.
