A mother was found stabbed in the presence of her child, HL (aged 3) in July 2013. The father was charged with murder and is currently being remanded in custody. The local authority had sought findings that the father had murdered the mother and been violent to her in the past three years, in order to meet the threshold criteria for issuing care proceedings under Section 31(2) of the Children Act 1989. Since that time, HL had been the subject of interim care orders and foster care. The case concerned her future welfare.
