The protocol, issued by the Department for Education and Skills and the Association of Directors of Social Services, says officers at both local authorities must work together to ensure the needs of care-leavers are addressed.

Youth minister Beverley Hughes told Young People Now: "Some will already have their own protocol but we are saying they should at least be reaching these standards. Young people should not slip through the net."
