What needs to change?
No council should be allowed to place a care leaver in a hostel, bed-and-breakfast or lodgings. They know the birthdays of young people in care, so it should be no surprise when the time comes for them to leave it. Councils should use their control of local housing to better plan accommodation and provide care leavers with a choice of different accommodation, which offers varying degrees of independence.
