Alan Johnson's words have been welcomed by the Association of Learning Providers, which released survey findings in July showing that limited resources were forcing training organisations to turn away thousands of young people from Apprenticeships.
An association spokesman said: "This is the only reference in his speech to the review, and he's identified it as 'my priority', so it must be his top priority."
All local authority areas are expected to be able to guarantee a place of learning to every school-leaver by September 2007, but the placements may not be the young person's first choice, said the Learning and Skills Council.
