"Training, training, training." This is what's behind successful common assessment and information sharing, reckons Professor Hedy Cleaver.

She has been at the heart of research into the Government's commonassessment framework and how to take it forward, including a one-yearevaluation of councils trialling information, referral and tracking anda two-year study of local authorities piloting integrated children'ssystems.

Cleaver is well aware of the anxiety and confusion about informationsharing among children's practitioners.

"They worry they will get into trouble for sharing informationinappropriately and forget they could get into trouble for not sharing,"she says.

This is why training is vital, a message brought home when Cleaverembarked on developing and implementing a common referral, informationand assessment prototype in Cumbria.

This achieved encouraging results, helping practitioners identifyvulnerable children's needs and plan services better, as well as leadingto more focused referrals and fewer assessments.
