Lord Laming is at pains to point out that he is, in general, happy with the Government's policy on children.

"The last impression I'd want to give is that I'm disappointed with the Government's performance," he says with concern. "I actually think they've done very well. I know of a lot of inquiry reports that have just gathered dust."

Since he published his influential report into the death of Victoria Climbie in January last year, there's been a green paper, a children's minister, a next steps document and a Bill.

But that's not to say he doesn't have some concerns. Some serious concerns.

The Government, he believes, has given in to councils that bombarded the DfES with complaints that last year's green paper, Every Child Matters, was too prescriptive.
