INTERVIEW: A manifesto for change - Pip O'Byrne, chair of 4Children, the relaunched Kids' Clubs Network

It is a week before Kids' Clubs Network's 12th policy conference and staff at its office in London's Docklands are close to finishing a manifesto that will launch alongside the organisation's new identity, 4Children. Pip O'Byrne, who has chaired the network for 19 years, is confident now is the right time to launch a "radical agenda" for children and families.

The new manifesto is ambitious. It makes four demands on the Government, calling for a 10bn annual funding programme for children and families, 10,000 children's centres to be based in or around schools, schools to be open from 8am to 6pm to offer childcare, and the creation of a children's profession bringing together everyone working with children.

O'Byrne thinks 4Children is well placed to become heavily involved in the transformation of children's services proposed in the Every Child Matters green paper, which should be made official with the launch of the Children's Bill.

"We're about meeting the needs of all children in local communities and developing targeted support services for all children, while some of the larger charities (only) meet the needs of vulnerable children," she says.
