The inspectorate also praised the contribution of the youth service to wider outcomes for children and young people, which were examined under Somerset's Joint Area Review.
Elisabeth Piecha, group manager of Somerset County's Youth Service, said: "We are working with looked-after children and those at the edge of exclusion, and the inspectors felt that we were enabling young people to face challenges."
Areas for development identified included a need to build on the strengths of the service and ensure consistent recording of young people's progress.
