Commissioner Peter Clarke's recommendation follows the Clywch investigation into drama teacher John Owen, who was responsible for a 10-year reign of abuse at a Rhydyfelin school during the 1990s.
Clarke said there needs to be more information sharing within and between organisations, including schools and the voluntary sector. The recommendations will be debated by the Welsh Assembly Government on 21 September. Guidance is expected at the end of the year.
Clarke said: "After Owen had been suspended, he worked as a volunteer for the national Eisteddfod festival with Urdd Gobaith Cymru, which was unaware of his suspension." He warned, however, against the danger of false allegations and highlighted the implications for drama groups.
