The Department for Education and Skills (DfES) report, Information Sharing and Assessment: The Progress of Non-Trailblazer Local Authorities, found that while many authorities had made significant progress, confusion remained over the legality of information sharing.
Local authorities questioned by researchers from the University of London said contradictory guidance from the DfES and Department for Constitutional Affairs had only served to confuse matters.
The DfES said the situation would be clarified once the children bill becomes law.
