Last week, the union's members voted in favour of "all-out indefinite strike action" (News, 18-24 February).
Unison has not officially notified CoSLA, which represents Scottish local authorities, of its intention to strike but the body is aware of the ballot result.
CoSLA said it could not impose a national solution and said employers and unions should negotiate in each of Scotland's 32 local authorities.
Scottish Conservative leader David McLetchie asked Unison to exempt children with special educational needs from strike action. Unison said it would discuss this issue at the meeting, scheduled for 24 February after Children Now went to press.
