Gloucestershire Council's Shape team establishes position statements with its schools, which give a deeper understanding of what is needed. McMillan adds: "Around parent support, we'll first ask: What are you offering? Then we probe deeper: Are you consulting? Who is participating? How do you reach parents who are hard to engage?"
