More than 16,568 members have joined since January 2009, taking its overall membership to just under 500,000 adults and young people.
A large part of this growth is due to record numbers of teens joining. Now more than 66,000 teenagers are Scouts, which is 26 per cent more than when detailed records began in 2001.
Chief Scout Bear Grylls said: "My goal is for every young person that wants to be involved in Scouting to be able to be."
