Single room rent was introduced in 1996 for single, childless under-25s to cover the cost of single room accommodation.
In 2001, the rate was increased from an average of 43.69 per week to just under 49 a week. But 87 per cent of claimants faced an average shortfall of 35.14 in the first quarter of 2002.
Housing benefit minister James Plaskitt said the Government would "consider carefully whether there are any further improvements" that can be made.
