The current system, which only allows single, childless under-25-year-olds the money to rent a single room with shared kitchen and bathroom facilities, does not give young people enough to pay their rent, the charities said.
More than 150 MPs have backed a campaign by homelessness charity Shelter to scrap the single room rent.
The consultation on the welfare reform green paper closed on 21 April.
