Crisis' Hidden Homelessness: Britain's Invisible City report estimates that 380,000 homeless people are living in temporary accommodation, including thousands of young people.
A spokesman for Crisis said: "We need a census to uncover why so many young people become 'hidden homeless'. Government reports have admitted that people in temporary accommodation need to be assessed."
But the Office of the Deputy Prime Minister countered that the census was impractial.
A spokesperson said: "People sleeping on sofas in friends' houses are difficult to evaluate."
