Health: NHS restructure hinders set up of health demonstration sites

In July 2005, Youth Matters announced the development of three adolescent health demonstration sites in Hackney, Bolton and Portsmouth, and the Department of Health (DoH) announced another, Northumberland, in March 2006.

The NHS has been reducing the number of primary care trusts and strategic health authorities over the past year. Patrick Price, health development lead at Northumberland Care Trust, said this had led to restrictions on appointing staff.

"We had to get special dispensation to recruit NHS staff to the pilot," he said. "Parts of the PCT are also under financial pressure, which brings a lot of delays. The delay is not due to reluctance on the part of the PCT but a badly timed-coincidence."
