About 1,500 young people have received a drug test under the 2003Criminal Justice Act after being charged with crimes as part of the HomeOffice's Drug Interventions Programme, which began in April 2004.
But researchers were unable to find evidence that drug tests broughtabout a change in young people's drug-taking behaviour.
The evaluation did support arrest referral schemes, where young peopleare referred to services to help with drug abuse.
