He made the call as he launched a new report into speech and language therapy services for children across Northern Ireland.
The report found inequalities in waiting times, with a service that Williams likened to a "postcode lottery".
The majority of health and social services trusts - 64 per cent - said they were contending with a lack of resources.
A Department of Health spokeswoman said that forthcoming guidelines around working with children with special needs would help to assess speech and language therapy services at local levels.
