Children's minister Margaret Hodge confirmed that the review had begun.
The children's green paper indicated there would be a review of the contribution health visitors can make to children at risk. The paper said their role would expand to involve working in integrated children and families teams with professionals from health, education and social care.
"Health is vital, but only in the context of everything else," said Hodge.
