Dr Ann McPherson, chair of the adolescent task group at the Royal College of GPs, said: "I don't think they should set up a whole new system but I would like to see some surgeries specialising in care for adolescents.
"There should also be someone in every surgery with specialist adolescent training. It is good to see the Government prioritising adolescents."
Health secretary Patricia Hewitt mooted the idea as part of a radical shake-up of GP services to be set out in a white paper on primary care at the end of the year.
She said she was keen to improve health services for teenagers, saying that many young men were not registered with a doctor at all.
