A series of national guidelines will cover increasing physical activity, the prevention of smoking, good mental health, and sensible alcohol consumption.
A spokeswoman for the institute said it would decide what the documents should cover and issue a consultation in the next month.
Helen Symons, parliamentary officer for Alcohol Concern, said: "They need to get the messages right so they resonate with young people. It needs to be about changing behaviour."
