Foster, 18, who was studying for an NVQ in play work, worked at an after-school club and at Ebony Horse Club, an organisation aiming to engage young people through horse-riding.
Ros Spearing, founder and director of Ebony Horse Club, said: "Nathan had attended the group as a young person and as a youth worker. He was one of the first young people to join and impressed people all over London. Later, he was our main younger worker."
Sally Prentice, cabinet member for children and young people at Lambeth council, said: "The council is thinking hard about what more it can do to prevent these appalling incidents happening in the future."
