When the document was launched last week, minister for children and young people Margaret Hodge said better use of the 1bn a year being spent on young people would suffice. But the lack of money was met with disappointment from agencies working with young people.
Caroline Abrahams, director of policy for NCH, said: "It is going to cost a lot and even if there is enough capacity, short-term investment will be needed."
Nick Walker, Cornwall County Council's executive member for children and young people, questioned the absence of extra funding. He said: "The Government must give undertakings to provide additional resources."
