At the National Social Services Conference in Newcastle last week, Clarke said: "Local government will be at the heart of our approach - not so much as organisers, more as co-ordinators and supporters of volunteers and local effort."
As a result, the delivery of youth projects would be likely to fall to the voluntary sector. Susanne Rauprich, chief executive of the National Council for Voluntary Youth Services, welcomed the idea, but warned that more funding would be needed.
"A number of local authorities are already using such a model," she said. "But we don't want the voluntary sector to be set up to fail."
