Responding to criticism from Duncan Bolam, chairman of the Federation of Professional Associations in Guidance, that the Government had "obliterated and demonised" careers guidance, Lewis said the need for it has never been greater although how it is delivered - and by whom - needs to be clarified.
"There will always be a place for universal careers guidance - it was never meant to be the sole responsibility of Connexions," he told delegates.
"The green paper has to get to the bottom of this. It is desirable to provide universal but differentiated services, but if we just provide for the disengaged, these services can become stigmatised."
