The green paper, due to be unveiled this month, is now to be published after the summer parliamentary recess. Tony Blair announced the green paper last October when it was planned to be published in early 2003.
The official reason given for the delay was that Blair wanted personally to take part in the launch. But publication now would have been overshadowed by the current media outcry over Hodge's role as leader of Islington Council at the time of a child abuse scandal in the 1980s.
Gillian Pugh, chief executive of children's charity The Coram Family, said: "Since Hodge has been a minister, she has done an excellent job. She brings a huge commitment and energy."
