Local authorities are often criticised for not spending as much as they should on youth services. PJ White seeks out the truth behind the figures.

A longstanding bugbear of many youth services is that the funding they are due from their local authority paymasters doesn't end up actually being spent on services for young people.

December's Resourcing Excellent Youth Services document set out a specification for the English youth service and what the Government expects to see for its money. And for the 2003-04 financial year, the Department for Education and Skills has, for the first time, set out a separate youth and community budget line within the education spending formula (see table p17).

The formula takes as its central measure the number of 13 to 19-year-olds in an authority and sets against it information based on local need.
