Liverpool-based consultancy CPEA says it will send a consultant into councils in England and Wales to spend a day with their looked-after children's team and assess their strengths and weaknesses. Each council will then be presented with a summary of the consultant's conclusions.
CPEA director Vic Citarella says its advice to councils will focus on ensuring senior managers consult with frontline staff.
He added: "Bureaucracy can't be eliminated and neither can targets, but both can be made simpler to deal with. The people providing services are best placed to make them better."
