The move by Norfolk County Council is part of a drive to improve the education of children in care. The laptop computers will cost around £500 each and will be customised for those with special educational needs.
Malcolm Griffiths, service manager for corporate parenting at the council, said the young people would not necessarily have to hand back the computers when they leave care.
"That will be up to individual assessment," he said. "Young people may perform better at school with the laptop and feeling better about their life. It would be churlish to say 'we want that computer back'."
