Fostering: Bureaucracy forces two CARE closures

Social concern group CARE claims "impractical" Government procedures have forced it to shut two of its four remand fostering centres.

It said the National Care Standards Commission had refused to treat CARE Remand Fostering as one agency, so charged each local project for assessment and evaluation.

"The National Care Standards Commission is a national organisation and so are we but it claims to be incapable of assessing us that way," said Tim Clewer, the former head of CARE Remand Fostering who has lost his job following the closures.

Centres in Reading and Chelmsford have closed, while one in Tees Valley is no longer offering remand fostering.
