Fear over stigma of assessments

A system used by youth offending teams (YOTs) to assess whether children could benefit from early intervention risks stigmatising them for the rest of their lives, a member of the House of Lords has claimed.

Liberal Democrat peer Baroness Miller of Chilthorne Domer said she isconcerned about the Onset system and the safety of sensitive informationcollated for its use.

Onset is used to help practitioners provide at-risk young people withtailored intervention support to avoid them entering the youth justicesystem. Between 2007 and 2008 12,168 children had an Onsetassessment.

Baroness Miller said she fears information gathered could be madeavailable to third parties, such as further education providers, as aresult of the Coroners and Justice Bill that is going throughParliament.

"There is no doubt YOTs have found it (Onset) very useful, but I thinkwe have got to stay very cautious about the idea you can label youngpeople as likely to be a problem," she said. "You can be creating abackground for them from which it is virtually impossible to escape. Itis important we make sure the reactions to that are being kept inproportion."
