She promised to take up "each and every instance" after education experts claimed councils needed more clarity on the matter.
Donald Farquharson, programme manager at Partnerships for Schools, said: "There are quite considerable concerns from local authorities about financial resources and the implications for extended schools.
"While there is an understanding of the agenda, how it is funded and how it fits into the timescales is a bit more difficult."
Farquharson advocated having local strategic partnering boards that included chairs of PCTs, other care trusts, schools and government, chaired by the local authority.
Hodge said: "I keep hearing that there are barriers and I can assure you that we (Hodge and school standards minister David Miliband) don't think there are.
