Excluded groups: Hard to reach?

Some people who could benefit most from children's services don't access them. Joe Lepper discovers what can be done to.

The Government wants children's services to do far more to supporthard-to-reach families. Ahead of its Comprehensive Spending Review inthe autumn the Treasury is carrying out an investigation into how theirneeds can be best met. And the new performance management framework forlocal authorities and children's centres encourages a more systematicapproach to increasing the take-up of services by excluded groups.

To help professionals meet this challenge, the consultancy Together forChildren has produced a guide, its Toolkit for Reaching Priority andExcluded Families.

This offers more detailed advice, not only on identifying hard-to-reachgroups such as those affected by disability, cultural differences andpoverty, but also ensuring centres are providing worthwhile services forthem.
