Reemap, or Raising Ethnic Minority Achievement Partnership, will be supported by education charity Learning Partnerships. It will help children and young people in schools and provide after-school study support activities and parental support.
Underperformance by pupils from black and ethnic minority communities is thought to be the result of a number of factors, including low expectations from teachers, institutional racism and a lack of support at home and in the wider community, according to Reemap.
Clinton Cameron, chairman of Reemap, said: "The educational performance of some pupils from black and ethnic minority communities is so atrocious that something has to be done now to improve it. We hope that we will be able to achieve a dramatic improvement in pupil performance within five years."
