The charitable trust will work with 13- to 19-year-olds on the Westmill Estate in Hitchin, encouraging them to take part in practical environmental projects.
Although it has run similar schemes, this is its first long-term project.
Cheryl Spain, development manager at Groundwork Hertfordshire, said: "The results are better if you can make long-term relationships."
The scheme hopes to work with more than 200 young people a year.
The project has 45,000 of funding a year for the first two years, from the Young People's Fund, North Hertfordshire District Council, and Youth Works, a charitable partnership including Groundwork, Crime Concern, and Marks & Spencer.
