Liverpool City Council, which is pioneering the use of outreach work to tackle unemployment, is in talks with the two Scottish councils about sharing their experiences.
Sophy Krajewska, head of regeneration policy at Liverpool City Council, said: "Independently we reached similar conclusions that community-based projects were simply not working for the hardest to reach."
Last week, staff from Liverpool went to Glasgow and Paisley to see door-to-door outreach projects in action. Janine Peterson, employment co-ordinator at Liverpool's Flexible Employment Support Programme, said the visit could lead to joint projects between the English and Scottish councils.
The collaboration between the three councils comes as regeneration officers in Liverpool evaluate its own outreach scheme Streets Ahead. The project, a joint initiative run with Jobcentre Plus, involves making house-to-house visits in deprived neighbourhoods to refer people to job, education or training opportunities.
