The Department for Education and Skills (DfES) figures show that in 2006, 12 per cent of looked-after young people obtained at least five GCSEs at grades A to C compared with 59 per cent of all young people. The corresponding figures for 2005 are 11 per cent and 56 per cent.
A spokesman for the DfES said: "Although educational outcomes for children in care are slowly improving, the current situation is not acceptable and more must be done."
Ross Hendry, head of public policy at children's charity NCH, said: "These figures show how much we need the proposals in the green paper Care Matters to be implemented as quickly and as fully as possible."
