Education: Special needs - Councils could control placement

Councils could take more responsibility for allocating children to special schools, under proposals in a Government consultation.

Local authorities would no longer need to get consent from children'ssecretary Ed Balls to place a child with special educational needs in anindependent school.

This would reinforce authorities' existing duty to identify, assess andsecure appropriate provision for their pupils with such needs.

Brian Lamb, chair of the Special Educational Consortium, welcomed themove, which he said would give councils more flexibility and make theirresponsibility more clear.

The consultation closes on 19 October.
