A special commission set up by shadow education secretary David Cameronhas said statements should be replaced by a "special needs profile"drawn up by independent accredited assessors.
The profile would identify a child's special needs and then allocate thechild one of 12 levels of support, some of which would cover pupils whoare not statemented under the current system. According to thecommission's interim report: "Each level of support would attract acertain amount of funding."
Cameron welcomed the "intelligent recommendations" in the report. Headded: "The commission has rightly highlighted the added stress causedby the current statementing process, which is costly and takes far toolong." However, he did not say whether he would translate therecommendations into party policy if elected leader.
