Janet Sparrow, head of SEN at Buckinghamshire Council, launched awithering attack on the current system while giving evidence to theCommons education and skills select committee last week.
She said: "Statements have become something of a shopping list, with toomuch emphasis on input and too little on outcome. We are concerned aboutthe divisiveness and inequalities of statements."
Mark Rodgers, head of SEN at Stockport Council, agreed. He said: "Thesystem doesn't work so let's change it."
It comes as the Independent Panel for Special Education Advice attackedBuckinghamshire's decision to consult voters over plans to reducespending on statements.
