All schools in York are now able to buy services to provide up to 15hours of additional support for pupils.
Carol Runciman, the council's executive member for children's services'said children were getting help much more quickly as they did not haveto undergo the formal statementing process. She added that the drop inthe number of statements, which has fallen by around a third, has freedup time for staff to speed up assessments for children with severeneeds.
