Local authorities in Wales should improve links between schools, youth services and other partners to promote social responsibility, according to a report by education watchdog Estyn.

Values Education looked at how education promotes social responsibilityand respect for others, saying where these values are established, attendance, attainment and behaviour often improve. The report also saidschools do not make enough use of voluntary sector expertise and "onlyin a few cases is there effective co-ordination of work in schools withthat in the wider community".
