Education News: Scotland - 'Culture of blame' must be stopped

The "culture of blame" in education services must become a culture of partnership working if standards are to rise, a local government leader has claimed.

The Reverend Ewan Aitken, education spokesman for the Convention of Scottish Local Authorities, claimed there were "no failing education authorities" and said departments need to work together.

He was responding to reports that the Scottish Executive is drawing up plans to increase its scrutiny of local education authorities and step in if it believed that underachievement was the fault of the authority, not the school.
