Parentline Plus said much more needed to be done to provide support to parents.
A spokeswoman said: "If a parent is put on a parenting contract or order and they are told that they have to get support, either through going to a parent group or getting one-to-one support, where is the capacity to provide that support?
"There doesn't seem to be much in the Government's plans to tackle that or invest money."
The parenting contracts were introduced last Friday (27 February) and are part of the Anti-Social Behaviour Act 2003.
Measures include voluntary parenting contracts for parents who face specific problems with their children's school attendance or anti-social behaviour, and penalty notices of up to 100 for parents who fail to take responsibility for their children's regular school attendance.
