Giving evidence to the Education and Skills Committee, Helen Williams, director of the School Standards Group, said the department would be "inclined against" setting an entitlement for an amount of out-of-school learning.
"That does not offer any assurance about the quality of the experience," she said.
Stephen Crowne, director of the School Resources Group, also said the department was "trying to get away from the ringfencing of specific sums for specific purposes", when asked by David Chaytor, Labour MP for Bury North, if there was a case for establishing a ringfenced funding stream for out-of-school education.
