The commission said that unnecessary concerns over paper work and fearof legal action were preventing schools from carrying out innovativeactivities. It wants to shift the focus to recognising real risks andhas issued guidelines on sensible risk management.
Jonathan Rees, the Health and Safety Executive's deputy chief executive'said: "These principles will hopefully drum home the message that healthand safety is not about long forms, back-covering or stiflinginitiative. It is about recognising real risks, tackling them in abalanced way and watching out for each other."
