Their access needs don't figure in the planning of school buildings, the writing of policies, the holding of meetings or communication between schools and parents, according to the Joseph Rowntree Foundation.
Consequently, disabled parents are often faced with a "closed door" in the relationship with their children's school.
The report said the exclusion of disabled parents was in "stark contrast" to the Government's inclusion philosophy.
There are more than two million disabled people in the UK who have dependent children under the age of 16.
